Holds a UK MCA Master Mariner (Class One) Unlimited certificate, full UK Nautical Institute D.P. cert since 1988.  Accredited OVID inspector, Registered CMID inspector, Flag State inspector for 5 Flags  UK/MCA RYA Yacht Master Offshore (Commercial) licence, SRN 4 Hovercraft Pilot, Navigator and Flight Engineer licences, GMDSS and all necessary marine and offshore certification including Survival, HUET certificates etc. 

I am a member of The British Association of  Cargo Surveyors (BACS) specialising in Project, High value, and Heavy lift cargoes with over 20 years experience representing ship owners, cargo interests and P&I Clubs.   Tony Booker provides onshore and offshore consultancy services, to Ship-owners, Charterers, Insurers, Forwarders, P&I Clubs, Port Authorities, Flag states, Oil Companies, Underwriters, Cargo shippers and receivers' interests.

I conduct case reviews, give expert opinion on collisions and salvage.   also undertake IMCA (CMID), OVID, (OVID accreditation letter), Suitability, on/off hire, HSE and D.P. audits.  I have been involved as Client’s Representative in the construction, conversion and upgrading of offshore platforms and vessels, including drill ship into a cable layer, upgrading of Dive Support vessels and offshore support vessels.

An approved Flag State Nautical Inspector and Marine Casualty and Accident Investigator for five Flag states (Bahamas, Panama, Belize, Barbados, Vanuatu) and carry out vessel inspections and casualty investigations on their behalf specializing in offshore, MODUs, passenger, cruise, ferries and fast craft. I regularly attend and inspect major passenger vessels, interfacing with management, on board staff and passengers. I conduct investigations for Owners, P&I and third parties following collision, grounding, fire, personal injury, and near misses Flag State Letters of Appointment.
